On my 4K 2nd generation Apple TV, when I try to fast forward a show on Paramount+ by pressing the rightmost dot on the circular control of the remote, it just brings up the timeline and doesn’t fast forward at all. Is this by design?
Yes. One press will bring up the timeline and fast forward 10 seconds, pressing and holding down for a couple of seconds will engage FF at 1x speed. You can change speeds by pressing and releasing the right most dot once or twice after that to increase the speed to 2x, 3x or 4x.
You can also swipe up on the circular control to bring up the time line, then you can move your thumb around the circle to precisely control the "scrubbing" speed and direction.

I have noticed this on one or two other apps too. It’s all in how the developer adheres to programming guidelines published by Apple. Some do, some don’t. The Curiosity Stream app exhibits this
They made an adjustment apparently and now I can fast forward the show itself, but the commercials are locked.
Why can’t I fast forward TV shows on Paramount+?
