Haptic

How can i turn-on haptic reaction when i unlock the iPhone. I know that i have to turn-on ,,Haptic upon successful verification”, but it doesn’t work without ,,System haptics” turned on and others haptics, like ApplePay verification, work without ,,System haptics” turned on. So it’s Apples problem ?
