Try a Hard Reset:

Press volume up (quickly)
Press volume down (quickly)
Press and hold the power button until the Apple logo ( ) appears

If that didn’t work it might be a hardware issue. ⚠️

Follow steps here If an alert says Face ID has been disabled on your iPhone or iPad Pro - Apple Support
