Congratulations on your new devices and so sorry that you cannot take advantage of them both together at this time.
Whilst not specifically mentioning your Keyboard, Apple does have some helpful information on what to do when you cannot connect a bluetooth accessory to an iPad as per the following link:

Can I also suggest you check that your new iPad has the most recent iPadOS which is 15.2.1. The following link explains how to update your iPadOS should this be needed:

You can also contact Apple Support if the issue persists.
