Found sim card in new iphone 13 promax ?

I purchased iPhone 13 promax from Dubai and found a sim card inside it. The number is working which has prefix (309)( Rock Island, Illinois) zip code, fortunately my carrier sim card worked with no problems.

Any explanation for this issue, is this a locked or unlocked carrier phone? and what should i do with this sim card?
