Can i see the icloud backup’s file.
The last icloud save on my phone at november. At december i changed the password for some notes and i forget it. So can i open the notes from the backup?

No back up files can't be viewed and notes aren't part of the icloud backup as outlined here What does iCloud back up? - Apple Support.
If you don't remember the password to the notes, it can't be accessed.
