Series 3 for Family Setup with cell?
Why does it say you can only do Family Setup on a Series 4 or newer or SE? Does that mean I cannot use a Series 3 with GPS Cell for my son tied to my phone?

Because anything else won't support there Family setup option.

If your carrier supports the Family Setup feature, the watch will have its own phone number.
