Touch ID has never worked for me on my iPad.
so frustrating when an app requires Touch ID and there’s no alternative.

No, it doesn’t. It lets you use Touch ID, but doesn’t require it to download. If you don’t want to be asked go to Settings/Touch ID & Passcode, log in with your passcode, and turn off “iTunes & App Store” under use Touch ID For.
Or just try Touch ID several times and it will ask for your passcode.

No app requires touch ID. Some apps will let you use Touch ID as an alternative to a user ID and password.
Have you gone to Settings/Touch ID and Passcode and set it up?
