Try rebuilding it from scratch and run it. You will likely need to allow Automator to control the other apps.
I just built one and it works without asking permission, so it may be just that old one is corrupt or quarantined.

P.S. Logging out and back in should also do the trick
Since the trouble repeats, I have done this in "Shortcuts"
Quit All Apps in Shortcuts does not do the job - once it works once not.
The problem is not Automator - the problem is Monterey.
Need to downgrade to Big Sur.
