i download some apps to may phone need upgrade iOS version
iPhone 6, iOS 12
Although my iPhone 6S+ is updated as far as possible,(12.5.5), it STILL is not updated enough to use many, many programs & apps on my iPad, including protection provided against viruses!
Are there any recommendations for this problem?? I cannot afford a newer phone at this time.

If you are at 12.5.5, you do not have a 6S+, you have a 6 or 6+. Apple continues to update the OS to prevent security issues but does not update for new features, app support, etc.
The only way to get new programs to run is buy a newer phone that can support 15.3.
An iPhone 6 isn't capable of 13 or above. To update it to 12.5.5, use a computer or the Software Update function in Settings.
