What to do when the operating system says up to date but isn't

My ipad says my software is up to date at ios 12.5.5 and will not give me a way to update. But I know that is not the latest operating system.

Unfortunately it is the latest available for your iPad Mini (2nd or 3rd generation), which cannot support iOS versions beyond 12.5.5 because of hardware (CPU/RAM) incompatibility, sorry.
