When checking iCloud Storage on iPhone and iPad, the 'Yellow colored" bar for photos is missing. However, the yellow colored bar does display when checking iCloud via laptop. I have troubleshooted this issue can't seem to fix it.
Any suggestions for fixing this issue?

Thanks for getting back to us. In Settings > Photos is iCloud Photos switched on? If it is, try toggling the switch. Make sure Optimize iPhone Storage is checked too.

Thanks for trying Make sure Low Power Mode isn't engaged in Settings > Battery. Then if that doesn't resolve the issue, visit Get Support for a deeper dive.

Thanks for coming to Apple Support Communities for help today. As we understand, you don't see Photos represented in yellow in the iCloud Storage bar and it appears normal on your computer.
Do you see your iCloud Photos in the Photos app on your iPad?
Have you restarted your iPad? Have you tested on another network yet?
Is the iPad updated to iPadOS 15.2.1: Update your iPhone, iPad, or iPod touch.

Yes.. I have updated IOS on iPad. Restarted both the iPad and iPhone.
Oddly, since I last posted the issue, the Yellow Bar in iCloud Photos on the iPad no longer shows.
Any additional thoughts?
