transfer to icloud cannot be completed

We want to make sure we’re on the same page. Are you trying to back up your iPhone so that when you transfer your data to the new iPhone it will be a current backup? 

Looking at the article you reached out to us using, If you can’t back up to iCloud, were you able to follow the suggestions for the different possible causes for this message? For example, in the section, “Check your iCloud storge and Next Backup Size in iOS or iPadOS”, were you able to verify you have enough iCloud storage available to complete the back up?

There is the option to back up your iPhone to a computer. See How to back up your iPhone, iPad, or iPod touch for details.

We appreciate you explaining a little further about what you are trying to do.

Did you follow the steps outlined in Get temporary iCloud storage when you buy a new iPhone or iPad? One of the first steps is to make sure your old iPhone is updated to iOS 15 before transferring to the new iPhone. See the link for more details.
