I can't hear plugin effects until after recording. I found this answer:
"Turn on Software monitoring and make sure you have the Input monitoring button (Orange I) on in the track header."
So I can change out and input divice in preference (audio) but still no effect.

It's easier to show. So, you have to have "Software Monitoring" switched on in Preferences > Audio > General, like so:
And also, you need to switch on "Input Monitoring" for the track you're recording to by clicking in "I" button, so it turns orange, like so:
If you don't have that button visible, right-click on a track in the main window and choose "Track Header Components" > make sure "Input Monitoring" is ticked:
OR choose "Configure Track Header..." and tick "Input Monitoring" in the menu that opens:
