I don’t get the sound on a locked screen

When I looked this up, I found a workaround that had me turn off Car Play. That worked. Fortunately I don't need Car Play, so... this is kind of an issue that needs to be resolved.

If that doesn’t work, try a Hard Reset:

1. Press volume up (quickly)
2. Press volume down (quickly)
3. Press and hold the power button until the Apple logo ( ) appears

Update--that Car Play thing did not work. Its an inherent problem that the Apple Watch trumps the iPhone so you will only get the notification on the watch for texts & emails (at the very least). As I stated to the tech--who was one of the more advanced techs btw--This needs to go back to the way it was and notifications come across all devices unless you turn them off individually. It took AN HOUR on the phone to figure out--even HE didn't know about this absolutely ridiculous situation, and he was really good. It's awful and really needs to be remedied. Phone calls come thru on both, why not texts?? It's supremely important for that to happen.
