I am having trouble activating an iphone 7 as it requires an update to the latest IOS. However, I am having trouble as I have downloaded it to my itunes from a windows pc via my iphone 6s. I have the serial no. of the 7 plus the previous icloud

How may I fix this issue. I cannot activate the 7 without updating it, however, I cannot seem to update it inspite of me following instructions such as inserting sim card and switching pc and phone off
