Carrier disconnect. Bad to worse.

My phone lost connection to carrier so I ran through the steps provided by apple and restore my iPhones IOS. Now my phone will not let me re-activate as it says an update is required to activate. I then followed the prompt for that, but nothing is working. My MacOS is up to date, so I'm out of options.
