Cannot verify email

I cannot sign into Apple services on my new iPad. I have had two Apple IDs and both of them return the message, “ VERIFY EMAIL ADDRESS This email address is not available. Choose a different address.” Both of the email addresses I have associated with Apple return this message.

This makes it very difficult to do business with Apple. Any suggestions?

In a previous discussion on this particular issue, the cause may have been due to the email address having already been associated with an AppleID and the following link to the discussion also includes a resolution.
