I can send emails on my iPad and Mac but can only receive emails and not send on my iPhone 10. I have contacted my service contact and they say everything is okay.

If you are seeing that message, there is something wrong with the sending server. That is what the SMTP is. The easiest way to repair that is to remove the account from the iPhone, power the phone off and back on again, then add the account back onto the phone. Watch for it as it goes through the verification process, it should work if it completes.

What is the error you see on the iPhone when you open the mail app and cannot get mail? It sounds like you have an issue with the incoming mail server. The easiest way to repair this is to go to Settings>Mail>Accounts>click on the account in question and then delete the account from the mail app, power the phone off and back on again, then go back to Settings and add the account back again and wait to ensure that it verifies correctly.
