What this Means:

It simply means it is not charging. So, troubleshoot this using the following....

Troubleshooting Mac Power:

A. Black Mac Screen:

Go Here: If your Mac doesn't Turn On or Start Up - Apple Support

Using External Devices: Try Resetting the SMC and NVRAM, but this time, using an external keyboard. Connect an external monitor and see if you get an output.

B. Mac Power Issues:

Try a New Charger:

If it is currently charging from a charger, then use a new charger:

C. A Few Links to Refer for Power:

A bad battery is the weakest link. What is the Battery condition? You can see the Battery condition by Option-clicking on the Battery icon on the menubar. If the Battery condition is "Service Battery" or the battery icon shows no battery, then you have a bad battery. "Replace Soon" and "Replace Now" mean the battery is worn and won't last as long using just battery power, with the latter condition meaning the battery is quite well aged.

You can also try running the Apple Diagnostics to see if any hardware issues are detected.
