Change mu Region

Hello,

I move to United Kingdom just now and I want to change my region for subscription of apple music and by software and also syncs my Cards with apple wallet application. However I tried to change it but I have an account balance in my ID so I need to purge my balance and change my region. It would be wonderful if you can help me on this matter
