Thank you for posting in Apple Support Communities! From our understanding, you would like to restore your deleted voicemail without restoring the whole iCloud backup, correct? That is not currently possible to choose what to restore from a backup. If those voicemails were recently deleted, you may be able to recover them by tapping Deleted Messages > the Message > Undelete.
