Turn off iCloud>Keychain
>System Preferences>AppleID>iCloud
Set up iCloud Keychain - Apple Support
If iCloud Keychain won't turn on or sync - Apple Support

Why you’re looking for this isn’t stated. One of the common reasons can be a shared Apple ID. If you’re trying to share an Apple ID with different people, this isn’t the only place where data and notifications will appear on others associated with the same Apple ID. Family Sharing is the way to go here, if you’re trying to share some (purchases, subscriptions, some photos, etc), but not all.
