Apple Watch not connected to Siri

I have an apple watch series 6, Everything is up to date with my iphone 12 pro. Also up to date. For some reason it will not connect with Siri. I have all the settings correct on both watch and phone. I took the watch into Genius bar and while they are looking at it I took my older watch a series 5and started it as a new watch. Not from a back up. The settings are also set toward push crown for Siri but it doesn't work. As well as i cannot toggle the hey siri on and off on the watch. Stumped. Hey Siri works fine on the phone.
