Why don't you have Bootcamp? Bootcamp is built in to macOS, so you should have it by default.
Or do you mean you don't want to use Bootcamp?
If you don't want to use bootcamp, your only other option is to install Windows on a Virtualization solution such as Parallels, Vmware or VirtualBox among many others.
What exactly are you trying to accomplish?
You need a USB drive to generate the install media for Windows on your model of Mac. Windows can only be installed from a thumb drive to a partition on your Mac.
If you don't have a thumb drive and can't or don't want to get one, then your only other option as mentioned is to Virtualize Windows in one of the suggested applications:
Parallels, Vmware or VirtualBox among many others.
You can download Windows from Microsoft's Website, and then use one of the Virtualization options to run an instance of Windows in a window on your Mac Desktop.

can i get a windows 10 app for mac sierra?
That would depend on the App. If it has a Mac version you may be able to download it. What App is it exactly?
If you mean the actual Windows Operating System, I already told you how you can get it and install it on your Mac.
If you mean the Windows Operating system, yes, you can install it without needing a USB drive as explained above using a Virtualization application.

No. You need an app that will let you run Windows 10. You cannot run Windows 10 natively on a Mac without Bootcamp or a Virtualization App. Those are the 2 options you have for running Windows.
You cannot just download and install Windows on a Mac. It's not possible. You need an additional App such as Bootcamp or a Virtualization App.

No. Boot Camp Assistant is on your computer. You need to download Windows to the usb for installation onto the computer. Get a usb thumb drive.
Unfortunately, bootcamp requires a USB drive for your version of Mac. there is no other Apple provided way. you can install other apps. do some research and try it out.
