Why is it so hard now to swipe a background app closed? It was easy not too long ago.

What is "Background App Refresh" on iPhone? When I go on the "Settings" app and to the apps list it is switched as "On" but in frozen mode. So my questions are as follows: What is the purpose of it? MISSING SCREENS: Swiping LEFT from HOME SCREEN goes to APP LIBRARY Why am I missing three screens after upgrading my iPhone 8 to iOS Version 16.1.1? Swiping LEFT from HOME SCREEN goes to APP LIBRARY — missing three screens. This happened last night. Restart did not fix it. I fiddled around. About half hour later missing three screens appeared. Happened again this morning.

Quit and reopen an app on iPad

Have you restarted your iPad since this issue began? Are you running the latest version of iPadOS?
