No one can access your Photos from iPhone or iCloud.
Please recollect where did you post these photos on the social media apps or uploaded them to open Public Drives and made them public.

Can adverts access and use photos on my iPhone? Today while looking at sky news I noticed that one of the ads for a dog product was using a photo of my dog? I presume this photo was taken from my iPhone.
