An app isn't normally going to crash because there is something wrong with the app itself. It will crash because of its configuration data or user data it is accessing. Technically, that is a code problem with the app, but the code won't change when you reinstall the app. It's the same code responding poorly to some corrupted data it is using.

Reinstalling an App will almost never result in fixing the crashes. You have to get rid of the problem data.

It's possible they sent out a bad update, but reinstalling won't get a fixed version until that is corrected.

You need to find out where Outlook stores its user configuration data and remove all of that. If it is sandboxed, there will be a container folder in your user/Library/Containers folder. That should contain all of its setup information.

There also might be data stored in your user/Library/Application Support/ folder.

If you can start Outlook without accessing your data, then try that to see if it will open. In Mail, if you hold down the Shift key, it won't open the last used mailbox or message. I don't know if Outlook has a similar feature. If it does have such an option, you can determine if it is the configuration files or you data files.
