If I am looking to purchase a new iPad Air with WiFi and Cellular is the device unlocked so that I can arrange a Data Sim with any network provider ?
Cellular iPads are not carrier locked.

Expanding and clarifying ChrisJ4203’s advice… WiFi+Cellular models of iPad purchased directly from Apple are not carrier locked.
However, iPads purchased through a Cellular provider - or a carrier-subsidised deal through another retail source - may be locked to the carrier with which it is associated. Future unlocking may be possible at the end of a minimum cellular contract term - or for payment of a fee.
You should also be aware that WiFi+Cellular models of iPad purchased through a Cellular provider may also have their internal eSIM permanently disabled. This is irreversible.
