Safari for iOS and iPadOS don't really have any direct download control as they're part of the operating system, and any update that contains a Safari update will change the revision. It could be a requirement for Safari for Mac, which can often be updated separately where the user might decline updates separate from MacOS updates. The latest version of Safari for Mac is 15.2.

But if you have the latest iOS version (15.2.1), it's going to contain Safari 15.2 for iOS. The following article seems a little bit incomplete though since I have Safari 15.2 on MacOS 10.15.7 (Catalina).
