When you say a text, are you referring to sending something to a non-iPhone device? If so, you need to make sure that MMS is turned on in Settings, and that you have an SMS/MMS plan on your cellular account and you have cellular data turned on. Contact your carrier if you continue to have problems. They are responsible for SMS/MMS troubleshooting.
