What can I do?
This warning indicates that either your WiFi Router, or your Internet Service Provider (ISP), may be blocking encrypted protocols. This is not unusual where ISPs provide “parental control” or traffic filtering.
DNS performs translation between human-readable web addresses to computer-readable IP Addresses. DNS is natively a cleartext protocol - and where monitored can reveal considerable information about your interests. Encrypted DNS, as implemented by Apple’s new privacy features in iOS/iPadOS15, seeks to mask your DNS traffic.
Where these features are blocked, your iPad will fall-back to using standard DNS queries - and will report an “informational” warning that you see.
If a restart of your WiFi Router does not clear the warning, there is very little that you can do to otherwise remove the warning. Other than making you aware that new privacy features may be inhibited, your iPad is otherwise no less secure than it was when using iPadOS14 and earlier.
