Change Apple ID country

Hi,

I need to change my country from US to Russia, but for that I need to spend my remaining balance. However, I only have 57c left and I can't really spend it on much. Neither can I add money to the balance because I no longer have a card with a US billing address. What can I do in this case? Can I somehow agree to have the balance written of so I can finally change the billing address?
