What is parental consent

Trying to get my daughter's iPhone 12 mini set up with her Apple I'd account and it keeps asking me for parental consent what does that mean I wont let me move on

Child’s App Store permission I have upgraded to the iPhone 14pro max and gave my child my old iPhone XR. The problem I’m having is that when she wants to download an app it asks for my Apple ID password instead of hers. So twice this week she has downloaded apps simply by resetting my password from her phone. I get a email telling me that my Apple ID has been reset. Why is in not asking for her password and sending a request to my phone to download like it did before on her old iPhone 8?
