Apple Book Store Services in Pakistan

Although the payment systems works fine for Apps and In-App purchases and Apple Arcade is also available but ONLY public domain books (mostly software documentations) are accessible. This refrains the people in Pakistan to buy and read a vast variety of books available.

My question is what is stopping Apple to provide Book Store services in Pakistan?

Nobody in these forums has any info about Apple's decisions regarding where book sales are available, but you can ask for new countries via

Apple publishes the country availability info at

https://support.apple.com/en-us/HT204411

In countries with no Apple Book Store, you may be able to buy ebooks elsewhere. If Amazon is possible, you use the Kindle app to read them.
