Apple ID not Active

I have created a new id with @icloud.com. But now its telling Apple ID not active

I had the same issue. Created an ID yesterday which was working fine but it stopped working today. Just used the link that Niel provided to open a ticket and have it reactivated. It works now. Here is the response from the tech when I asked what was the issue "It's very random. This issue appears when the account has inconsistencies on it, or information that has not been completed after the creation of it." I do remember removing one of the trusted numbers and adding it back again. Maybe that caused the error.
