The migration will transfer all apps you’ve acquired that are compatible with the new iPad and new iPadOS version, if you migrate the contents. If you start the iPad as new without migrating, the apps you’ve acquired can be re-downloaded to the iPad at no cost, again assuming the apps are compatible with the new iPad and new iPadOS version.
