Cannot open "Manage Payments" tab

Hello. I am running itunes version 12.10.11.2 on my laptop.

I tried to buy some music the other day using itunes on my computer (my preferred way to purchase music) and a window opened up that said "Verification is required. Please click Billing Info..."

When I click on Billing Info the box disappears but nothing happens. When I go to my Account Information and click on Manage Payments nothing happens. For example, I can click on Manage Devices and it immediately takes me to a new screen, but clicking Manage Payments does nothing.

I know that this is being caused by my previous credit card expiring. I added my new card information with my phone, but apparently itunes on my computer also wants me to approve my billing info but it won't let me. What should I do?

It seems you are running the last version of iTunes that works on Windows 7. It is possible that changes in supported security protocols may be a factor. iTunes is no longer actively supported on Windows 7.
