It says i cannot verify my apple id. i already put in SSN and everything but still can’t send or receive payments

Mine was popping up every 15 minutes wanting me to verify my ID and according to Apple it's a glitch in some of their servers they're aware and they're working on it they said just keep bettering it and bear with them that's what I was told yesterday.
