I need to change my Country on my Apple ID but it says I need to first spend my store credit of $0.41 before I can do this. How do I spend 42 cents as it is not even enough to purchase an app? I need you guys to zero out my account balance.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
