I'm not sure if you can restrict the removal of the MDM itself (unless the device is enrolled in Apple Business Manager), but you can set a removal authorization password on any profiles that you apply using Apple Configurator 2 (in the General section of the Profile editor window).
Where is profile editor window? Is it when you prepare the device or when you double click on the device and go into files? And I tried dbl clicking into the profile window, adding the MDM but it says I lost connection to the server. Is this a MDM related issue or the devices?
The File menu should be available at the top of the screen. Once a new profile is created (or an existing one is opened), you should be able to set a removal password on it in the General section.
