Try booting to Safe Mode. That boot up takes minutes and clears caches and other things that may resolve your problem.

A lot of times just boot to Safe Mode followed by normal boot resolves problems.

Does one mean this one? This solution addresses Webroot SecureAnywhere for macOS 10.10 and higher ?

The only protection this software is doing - IMHO - is protection the Developers Bank Account and providing zero return to the user ( you ) except the trouble it is creating on this computer

Suggest contacting the Developer for Instructions t remove their software.

Regardless -

There are no known Windows-like Viruses in the wild that self replicate and affect macOS, because of the underling UNIX  Foundation and Permission Limitation.

The The Built in Security  is all that is required to protect the computer.

Should “ Certain & Specific Software “ referenced from above be installed - it will negatively impact macOS. It is suggested, to download directly from a respected ASC Contributor, the application Malwarebytes for Mac

It is free or paid for added features.

Run the Application and it should remove the malware / adware. Once done, restart computer and test.
