Can't change country and can't update my billing method

I've tried every possible way to which available in the community, on the website, click on every support links which land me nowhere to get my issues fixed, but none of them work.

Cancel subscription, check balance, check pending payment... i tried literary everything...

How to get a human support ? I tried to get one but always unavailable.

Change your Apple ID country or region:

Says:

Apple ID Balance

Before you update your location, you must:

(1) spend your store credit, (or you can ask Apple to make it zero, if you want)

Here are two ways you can remove all your Apple ID (Apple Account) balance:
