How do I restore window fullscreen mode positioning behavior

When I click the green button on a window to enter full screen mode, the window used to appear to the right of the desktop.






Now the windows are being placed at the end instead.




This behavior changed when I turned off Natural scroll in the System Settings.




When I turned it back on, the behavior remained the same. The same thing happens on my other MacBook Pro as well.



It's not an issues with mission control since I have the auto arranging feature turned off.

There is no user preferences that controls this function in the macOS...

And if I kept opening windows and switching them to full screen mode they would be inserted at the start as well between desktop and the other spaces. Then that happened. The last thing I can remember tweaking is the natural scroll checkbox on the mouse. I'm not sure if that actually had an effect. But the behavior definitely changed after that setting tweak.
