Mobile data update

My iPhone notified me that I couldn’t make or receive calls or access my mobile data until it had been updated to iOS 15.3. After I updated it, it told me that the mobile update had failed and I remain unable to use my data or make calls, even though my phone is updated to the new iOS. I’ve tried restarting it A LOT OF TIMES, doing a network reset, settings reset, factory reset, nothing works. The SIM card works on other phones and I am able to use my data in them.
