I receive an error message when I enter paypal verification code on the Parental Consent screen of Create a Child Account. How do I enter a new card or get paypal verification code to be accepted?

When you say you're getting a code from Paypal, was that during the initial setup or were you trying to update your payment info? The child account will draw from your payment information saved on your account. You can use the steps here to Change, add, or remove Apple ID payment methods
