To turn off Apple Cash - go to settings>Wallet & Apple Pay>Apple Cash - turn off.

You cannot turn off Apple Pay you can only remove the cards.

To remove cards from Apple Pay - go to settings>Wallet & Apple Pay>tap any card you have>tap remove card.
