I have no menu bar and lose finder in macOS 12 Monterey

Rebooting does not fix the issue. I have recovered the OS 3 times now and within a few days I am right back with the same issue.

Can you do a SafeBoot.. https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

In Safe mode third party system modifications and system accelerations are disabled, it removes malware, etc hampering smooth operation, however a reboot will put it back to normal mode.

This test will tell you if third party interference; extensions etc are not loaded in safe boot mode.

—Test issue in another user (or guest user) account https://support.apple.com/guide/mac-help/set-up-other-users-on-your-mac-mtusr001/mac

This will tell you if it a universal issue or isolated to your user/admin account.

Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus

all known to cause issues on the macOS

First. Is this an Intel Mac or M1 Mac. What year is it? If it's an Intel Mac. Do a SMC reset and a nvram reset.https://www.makeuseof.com/tag/reset-macs-smc-pram/ Is it the menu bar at the top or the dock? For the dock, go to system preferences Dock and make sure, hid and show dock is not checked. If it's the top menu bar, go to system preferences General and make sure hid and show menu bar is not checked. If you can't access system preferences from your desktop, but you Hard drive is showing. open your drive and click on the applications folder and scroll to system preferences. You could also go back to recovery and run disk utilities to repair drive.
