Hello
if your photos won’t upload make sure you have not exceeded the threshold each iCloud comes with 5GB but if you bought more and it’s used up I would highly recommend using more
Make sure your phone is connected to wifi and plug it in. Then try again
also you could try iCloud backup go to settings -Your name - iCloud- -iCloud back up and switch it on. Then click start backup. Please note that backup could take a bit depending on the device and how much things you have on your iPad or iPhone.
if this doesn’t work use a different backup option like google photos, google drive or google one
thanks Dan

Check the network speed https://www.speedtest.net
At the end of month most of data storage is consumed , you might have taken plan from internet service provider , there are thousands of photos and it will take days to sync , if other data is also still syncing then also network speed will be slowed , either purchase a new plan or wait for next month in the beginning days of month the network speed is fast .
If these photos are were from different iPhones signed in with same Apple ID and password on the same network , syncing will slow using wifi .
The fastest method is connecting iPhone and Mac using usb cable see some articles About syncing your Mac and your devices - Apple Support

Thank you. I plugged in my phone and let it plugged overnight. It looks like the "missing" photos are synced now. Thanks again. Linh
Thank you. Our wifi has been very slow, which might have contributed to the slowness in syncing. Thanks for the tips. Linh
