If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.

We mean "are you the first/only/original owner of the phone?". You said it shipped from US, but Apple does not ship phones international. Did this phone come from a clearinghouse (warehouse that sells a variety of electronics)? If this came from some kind of reseller on the web, it likely was already owned by the person whose AppleID is the mystery-ID. That is the ID that must release the phone from the device list.

It has been seen that the seller of a phone they cannot legally sell resets the OS just enough to allow it to activate. But then the buyer does a phone reset and that reset clears the iOS-override that made it appear valid.
